| Also called | WEB-SRM, MEV-WEB, mandatory billing for restaurants |
| French term | MEV-WEB |
| Where it sits in the payment flow | After the sale. It sits between your certified POS and Revenu Québec, not in the card payment itself |
| Who controls it | Revenu Québec runs the service and certifies the systems that connect to it |
| Does it cost the merchant | Not as a card fee. You need a certified system, a compatible printer if you print bills, and an internet connection |
How it works
The old physical box, the sales recording module (SRM), is finished. Most of them stopped working in August 2025. Today the job is done by software, and it needs an internet connection. A steady line matters. Your certified sales recording system (SRS) is the POS program that makes the bill.
- Your certified SRS rings up the sale.
- It sends the transaction data to WEB-SRM over the internet.
- The bill is made, with a QR code, Revenu Québec's transaction number, the processing time and the device ID.
- The customer gets the bill printed, emailed or texted. They get it whether they ask or not.
A Canadian example
A café in Laval seats 30 people and sells coffee and sandwiches to eat in. It fits Revenu Québec's definition of a restaurant establishment. Places that seat fewer than 20 inside a store are excluded, but this café is not one. So every bill, even for a $7 sandwich, must come from a certified system and carry a QR code. Running without a certified system carries a fine of $2,000 to $100,000. An example only, not a quote.
What is different in Canada and Québec
- WEB-SRM exists only in Québec, and only for the restaurant sector. It has no link to the card networks, Interac or the Code of Conduct.
- Revenu Québec lists the certified systems. It held 83 on 1 October 2026, each certified for set ways of serving. See which POS systems are certified.
- Two listed systems are built for Clover: Clover MEV Connect for counter service, bar and food truck, and Clover MEV Web, which also lists table service, delivery and online platform orders.
- Tips are a separate rule. Since 7 May 2025, suggested tips must be worked out on the price before GST and QST, and the customer must be able to enter their own amount.
- Revenu Québec publishes its pages and the certified list in French and English. The full rules, fines and checklist are in our mandatory billing guide.
What it costs and where it shows on your statement
WEB-SRM does not appear on your card processing statement. It is not a card fee. Your costs sit in the certified software, a printer and your internet line, and each vendor sets its own price. Revenu Québec does not publish system prices. The cost of skipping it is higher. Revenu Québec lists a $300 penalty for not sending data, plus a fine of $2,000 to $100,000.
Where CleverPays fits in this step
Revenu Québec owns WEB-SRM and certifies the systems. CleverPays does not certify any system and is not part of the service. The two Clover systems on the list are made by other companies, Pulsar informatique Inc. and 15535743 Canada inc. CleverPays is operated by Groupe Heo Inc., an Agent of Fiserv Canada Ltd.
We can help a Québec restaurant choose a certified system. We can tell you which of the two listed Clover systems fits how you serve, and we will say so if neither does. Clover devices in Canada work only with Fiserv processing. We can explain a rule and help you gather what you need, in English and French.
Common mistakes
- Thinking a card terminal makes you compliant. The POS that makes the bill must be certified.
- Asking "Would you like your bill?" The bill must be given every time.
- Keeping the old SRM box. The last grace period ended on 31 August 2025.

Common questions
Is WEB-SRM the same as the old SRM box?
No. The SRM was a physical box. WEB-SRM is an online service, and your certified POS software connects to it. Most boxes stopped working in August 2025.
Does my card terminal make me compliant?
No. The terminal takes the payment. The certified system makes the bill. They can come from different companies.
Who has to use it?
Anyone who runs a restaurant establishment in Québec, such as a restaurant, bar, takeout counter, caterer or food truck. Revenu Québec lists exclusions, such as staff-only cafeterias. If you are unsure, check its definition.
